TASK ONE


With every single emergency service, they all have different grading responses to each other. The
call handler who is getting the call will decide how bad the situation is by grading the incident.
Police Grading –
In the police force they have their own grading system. Within the police force, they have a range of
different grades. Overall the police force has 4 grading types. Each grade will have a different
response time and action taken. The grading for the police force are called, Grade 1 which is an
emergency, grade 2 is priority, grade 3 response is scheduled response and grade 4 is resolution
without deployment. The police will be given a grade to a situation which they have to respond to
from the call handler who has graded how bad it was.
GRADE ONE – EMERGENCY RESPONSE



When the police officers are given the order to respond to a situation in a grade one emergency
response performance, they are around 4 different likely hood of what is happening. Grade one is a
results of threat of violence to individuals such as fighting with weapons etc. Grade one would also
happen is there is either serious damage to someone’s property or injury to a person. A call handler
would also grade a situation of there was any danger to someone’s life. An example of a grade one
would be a serious road accident. This would be a grade one response because there could be
serious injuries that the individuals involved has sub stained. With each grading, the police have to
react and get to the screen within a certain time. As grade one is the worse, they are required to use
both sirens and lights to reduce the time of arrival. The police have to respond to the incident in
around 20 minutes.
GRADE TWO – PRIORITY RESPONSE
This is below the grade one response. Grade two is called priority response, it does not require an
emergency response. With a grade two response there are many different incidents that could
happen to become this certain response for the police. For an incident to fall under grade two it
would have to either be, an individual has been arrested from doing a crime such as hate crimes or
crimes breaking the law or even someone’s health being at risk. There are many different incidents
that would fall under a grade two responses. When the police are responding in a grade 2 format
they will have to arrive at the screen in less than 2 hours.
GRADE THREE – SCHEDULED REPSONSE
A scheduled response is a grading where the police do not have to react instantly to the incident.
With the scheduled response the police have 48 hours to respond to it. When incidents are marked
as grade three, the incident is not threatening but just needs police attendance to help out in a
situation.
GRADE FOUR – RESOLUTION WITHOUT DEPLOYMENT
This is the lowest grading. Grade four does not require any emergency services to respond. The call
handler is normally able to resolve the problem over the phone in many different ways. The call
handler can answer questions from the caller to help them out. They also can give effective advice to
the caller. Even though no police officers were needed, the call will still be recorded for evidence.
Before any incident is graded, the call handler from the call centre has many responsibilities they
have to do. A call handler is someone who will receive the calls from individuals who want to report
an incident. As I’ve said, the call handlers have many responsibilities. Some of their responsibilities
they have are things such as directing emergency services to where the incident is happening or
directing the non-emergency services to where an agency is. When emergency or non-emergency
services are responding, the call handler has to make sure that they are always safe. When the call
handler has graded the situation and the services are responding, the handler will have to monitor if
they are using the equipment effectively, if they are getting to the place on time. They also have to
maintain that the communications on the radios are good. Another responsible they have is keeping
the manager up to date with all the new information etc.
The incident manager has certain responsibilities like the call handler. The incident manager is there
to watch over the call handler and make sure they are doing their job effectively. The manager is
also there is monitor all the progress happening and keep up to date. The incident manager has to
deal with different companies, local transport, agencies and more. This is because if anything
happens such as the electricity or gas being shut off.
TASK TWO
DRIVING STANDARDS AND TRAINING
Whenever an emergency service is responding to an incident, it is critical for the response team to
get to their location effective and safely. This is because they can’t help anyone if they damage the
emergency vehicle when reacting to the incident as it will make them ineffective. For the response
team to be effective they must go through training courses and they need to know the standards.
The driving standards agency also known as the DSA is set up for the standards and training for all
the different emergency response teams, such as ambulance, fire and rescue, police service and
more. The standards of the DSA are having the response teams to be able to drive effectively and
safety to an incident. Also to show the correct behaviour to the emergency’s that may occur. Every
response driver has to go through a driver trainer course, this is because the drivers are required to
have outstanding driving skills to allow them to get to their locations effectively when using the blue
lights. They will go through different stages in the courses such as awareness or high speed driving.
This driving course will train individuals to drive effectively with the blue lights and make them more
aware of the different risks that they can encounter on the roads. The awareness course will be
suitable for every single emergency service (ambulance, police, fire and rescue). Another course the
drivers will have to go through are high speed driving. This will train the drivers to drive effectively at
high speeds. This is very important to the police services as they need to travel at high speeds when
in chase. Before any personnel gets in a response vehicle, they must have had their driving course.
PUBLIC PERCEPTION OF EMERGENCY REPSONSE DRIVERS
All emergency vehicles have to obey to the normal laws like everyone else when their blue lights and
sirens are not on. As soon as the emergency vehicle switches on the blue lights and sirens they have
priority on the road. This allows the response team to get to their location faster. When any civilian
is driving and hears/sees a blue light service coming their way, they are required to move out the
way quickly and as safe as possible to allow the services to get pasted easier. Most of the public will
get out of the way instantly allowing the services to get past. When the public move off the road, it
allows the public services to get to where they are needed more effectively as they are not needed
to stop for traffic most of the time.
EMERGENCY RESPONSE VEHCILE DRIVER ACCOUNTABILITY
The driver of the emergency response vehicle has a lot of responsibilities on them and they are
accountability for whatever happens during the time they are driving. The public services train all
their drivers to improve their basic skills into more effective high speed driving. Some services will
have to train their driver to drive bigger vehicles such as an ambulance. The public services ensure
that all their drivers can drive in all conditions effectively. Drivers are accountable for getting to their
location safe and quickly. When any services are responding to an incident they have to meet the
time deadlines set. When trying to meet their deadlines the drivers have to drive effectively ensuring
that the safety of the personnel and the civilians on the road are safe. The personnel driving would
be accountable for crashing into another vehicle or crashing normally. This is extremely important
for the driver to avoid crashing as it will take them out of duty. When personnel are driving with the
blue lights on, they’re expected to follow all the highway rules like anyone else. If the response
driver causes a serious traffic accident or offense, can course them to be disqualified. The personnel
who are driving have many responsibilities to taken upon.
IMPACT OF HIGHWAY CODE ON RESPONSE DRIVERS
The Highway Code is there to help people when driver. It sets outs rules and things to be followed
for all road users. These must be followed during the time driving for everyone. When any public
service is driving in their area without the lights or sirens on, they are obliged to follow the Highway
Code. If they do not, it can give a negative thought about the public services. During the time when
the services are responding to an incident with their lights or sirens on, they do not have to follow
the Highway Code. This is because it gets them to the scene quicker. The driver is still responsible for
driving carefully even though they aren’t following the Highway Code.

STATUTORY
VOLUNTARY AGENCIES
Voluntary agencies are the same as a statutory agency but
instead of doing it for a paid job; the personnel do it for
free and in their spare time. With the voluntary agencies
they are still serving their community they are located in
like the statutory agencies do. With the voluntary agencies
they are still able to help out in major accidents but they
are normally there to help individuals after the incident.
The meaning of a statutory agency is that they are
accountable for maintaining the law along with keeping
everyone safe by looking after their communities.
Statutory agencies would be the police, ambulance, fire
service, local authorities and more. All of these agencies
will have the responsibility of helping and protecting
civilians in their areas. The personnel that are working for
the statutory agencies are doing it as a paid job not
voluntary.

TASK FOUR
When any public service is attending a scene of emergency. Each service will have different roles and
responsibilities they will have to follow when they arrive on the scene of the incident.
POLICE
The police are normally the first service to attend the scene of the incident. When the police do
arrive to the incident their initial actions that the police follow is “CHALETS”. This stands for 7
different things. C stands for casualties. The police will see how many individuals are involved in the
incident and who is injured along with who isn’t. H is hazards. The police officers will see what the
actually hazard is then they will identify any potential hazards that could occur. A stands for access.
Both statutory and voluntary agencies help the community out as they are both
protecting and helping the individuals out. Statutory and voluntary agencies will
sometimes work together on incidents that require more help.
Officers will determine the routes to the incident and the routes out, allowing them to tell back up
or other services responding to the incident. When the police get there, they will locate the exact
location of the scene. Police officers will log which services are currently at the scene and if any
backup is needed from the different services. The police will have to describe what type of accident
it is. The very last one is safety. The police will have to keep themselves safe and with other
personnel or civilians. Another initial action the police will take is using a forward control point. This
is where the police will control who is allowed in and who isn’t. They will always have a decision log.
The decision log is used for keeping everyone updated with all the new and old information. They
will also log all the evidence and allow everyone to know what is happening.
The police force has many roles and responsibilities during their time at the incident. One of the
roles and responsibilities a police officer would have are communicating to other services on the
scene such as statutory agencies or local authorities etc. As the police officers have set up a forward
control point, they are responsible for co-ordinating to the other services, updating them on
everything that is happening with the incident that has occurred. Another role and responsibility the
police have is getting everything back to normal allowing the area to become open again. They are
responsible for getting everything under control, allowing everything to run smoothly and
effectively.
FIRE RESPONDERS
The fire service also has initial actions they will take. The very first fire responders will determine the
roles for the fire incident commander. The fire service will not get involved with everything when
they get there. This is because they have to make a decision log along with completing a risk
assessment. Another initial action they will do is set a rendezvous point also they’ll set up a
restricted zone and cordon.
As every other service, the fire service also has their own roles and responsibility. One of these
would be saving lives. The fire services main role is to save as many lives as they can. The fire service
has the responsibility for getting civilians out of crushed cars allowing the ambulance service to get
involved and give first aid. Another main role they have is either stopping or preventing any cause of
a fire. This allows people to stay safe from any explosions from a car etc.
AMBULANCE
When the ambulance gets on scene they will tell their control room that they have actually arrived
at the incident. The control room will keep communication open as they will be getting information
about the incident from the ambulance crew at the accident. When the personnel are actually
helping the injured, they will have to keep a medical dairy about their actions and decisions. When
the ambulance is driving back to the hospital with a wounded individual they will have to alert the
hospital that they will be arriving soon with the patient so it allows the hospital crew to prepare and
get ready.
The roles and responsibilities for the ambulance service would be things as giving first aid, looking
after the injured and more. A role and responsibility that the ambulance service has would be giving
out first aid to anyone that has been injured by the incident that occurred around/with them. The
ambulance crew is responsible for driving effective, quickly and safety to the hospital when they are
transporting a patient. The crew is also responsible for communicating to the nearest hospital,
alerting them of the situation and what type of injuries that patient has suffered from, allowing
them to get the right equipment ready for when the ambulance crew arrives.

POLICE
Overall the police force has many different roles and responsibilities they need to do at a scene of
incident. In the scene of an incident the police are ensured to follow these roles and responsibilities.
This is because following them will give the police force an effective performance and officers will
have a clear objective of what to do.
The benefits of the police force having roles and responsibilities that they are required to follow.
There are many reasons for why the police have roles and responsibilities when attending an
incident is because of many reasons. One of the reasons for why the police have their own roles that
they have to follow would be because when a police officer is one of the first responders they’ll have
backup coming but at the currently time it’s just them. It’s important for them to create a quick
assessment about the incident to inform others when they come. When the first responders arrive
on the scene, they’ll know exactly what to do without any hesitation. This is an advantage because
the police officers are able to set up the forward control point up instantly. They need to do this as
the police are responsible for securing the perimeter and operating who comes in and out. There
could be consequences if they didn’t set it up. This is a benefit as the police are recording what
services goes in or out. Also another advantage to this responsibility of having the forward control
point is that all evidence is recorded and secured in a safe place, allowing further investigation to
happen.
As there are many roles and responsibilities the police have to follow, if they do not there could be
consequence that come along. If the police forgot to access the situation and then create the
forward control point, the situation could become to have more issues on top of having the incident
to deal with. The forward control is important as it allows police to record information, secure
evidence and stop people entering the scene of incident. That’s why there would be a lot of
consequence if the police forget to do this. I believe this as no one would be securing the perimeter
around the incident allowing anyone to enter the scene of incident which could possibly cause
further injuries to citizens who entered the scene. Another consequence would be that there would
be nowhere to secure the evidence from the scene. This would cause further problems when the
investigation team comes in and there’s no evidence.
AMBULANCE
The ambulance service also has their roles and responsibilities like the police do. As all the services
got to do their part in the incidents. It is critical that they know exactly what to do and how to do it.
When the ambulance follows their roles and responsibilities there are many benefits.
When the ambulance services follow their roles in an incident it is positive because it makes the
performance of the service effective. They are mainly there to help anyone out who might be serious
injured or just suffering from shock etc. Their responsibility for making sure that all the patients are
getting the aid that they need and reduce the risk of losing any life’s. This is the main role and
responsibility the ambulance services have when dealing with major incidents. They need to follow
this role and responsibly as their job is to save any and every one from dying.
There can be many consequences if the ambulance service does not follow their roles and
responsibilities there will be many issues that occur. The ambulance services main role is to save life
and give aid to anyone who needs it. A disadvantage would be that the personnel are working
wouldn’t a lot of pressure due to the fact they are responsible if they live or not. Another
consequence is if the ambulance service doesn’t do their role, there is a very high percentage of the
risk of life in incidents.
FIRE AND RESCUE
The fire and rescue services also got their own roles and responsibilities they have to do in an
incident. They have a similar role to the ambulance service which is saving life’s. Their role is to save
lives when doing “search and rescue operations”. They are responsible for cutting people out of
crushed cars to allow ambulance to provide any aid required. They are also there to either prevent
or put out any fires. They are responsible for identifying how the fire started and if any others could
start Their role is to make sure that nothing else happens like a fire. They are responsible for
securing the area, making sure everyone is safe. This is important that they do these as it is reducing
the risk of any hazards happening also allowing the ambulance service to get to the patients.
If the fire and rescue service forget or don’t do their roles and responsibilities, there can be any
consequences to everyone. If the fire service does not prevent or put out any fires if can cause an
even bigger and dangerous fire, risking people in the area. Another consequence if the fire and
rescue service don’t comply to their roles and responsibilities when cutting out stranded civilians out
of cars. This can be a cause of death or further injuries to the person in that car.
It is critical for all the services to follow their roles and responsibilities when dealing with an incident.

The reasons for why it would come an ineffective performance would be because if all the
three different services didn’t understand their roles this would cause a bad performance due
to each different service not having any idea on what needs to happen. I believe that when
the services all work together, it gets the job done faster as the communication during the
incident is good making sure everyone has a role and knows their goal clearly.
There are many different advantages for when the services work together. One of the
advantages of the different public services working together would be that each service is
doing their roles in either helping the injured out, stopping or preventing a fire from spreading
or even blocking the entrances off to stop any people from walking in and getting hurt.
Another advantages of when the services work together, it gets the job done quicker as the
team work is effective. This will give a positive view on all the public services from the public.
As it shows that the services are able to get the job done in a professional manor.
After researching about the services working together, I don’t believe that there are many
disadvantages when it comes to working together and dealing with incidents.
Communication is key when getting the job done quickly and effectively. When all the
services are working together, they are using different types of equipment, which is costing
the departments a lot of money to maintain and run. This is a disadvantage as the
departments are having to spend large amounts of money when they could be saving or
spending it on something else.
The reason for why I believe it is important when the services work together is because the
police have been trained differently to the ambulance and fire service. This means that the
police force won’t have to training to help the wounded/ injured out. Along with that, the
police won’t have the right training to put or prevent a fire from happening. Also the police
won’t have the special equipment that the ambulance and fire service does. When major
incidents do occur, it’s critical that they work as a team because the different public services
will be able to apply their specialist skills that they have learnt to the situation they are
dealing with.
There would be many consequences if the services didn’t work together. The reason for why
I believe this would be because if the services didn’t work together at all and the police were
responding to a major car incident where there are individuals trapped in the cars, and
serious injured. The police would only be effective when blocking the roads off or dealing
with evidence as that’s the main role they do during a scene of incident. They would be
ineffective when dealing with the people in the cars. This is due to the lack of training they
have and the lack of equipment. The police wouldn’t have the training nor equipment to cut
someone out of a car. Also the police would only have basic first aid which would make it a
difficult when dealing with the serious wounded. Some consequences of not having the fire
and ambulance service on the scene would be the threat of losing the lives of the individuals
in the car. Another consequence would be that it would take a long period of time to deal
with the major car incident and would seriously delay citizens near the incident. This would
have a negative impact on the police as they would be responsible for an ineffective
performance, the amount of time it took to deal with it and clear the road along with the loss
of life if anyone’s injuries were life threatening. Any of the public services that required the
other forces would have some kind of consequence on their performance.
Overall I believe that when all the services work together in a major incident, their
performance increase and gets better. I think this because each service has had different
training to each other when dealing with situations. The police, ambulance and fire service
will know their roles and responsibilities to do when arriving on the scene of incident. This
instantly has a positive impact on everything due to the fact that no one is waiting around for
orders from another service but they are getting on with their job whilst getting informed
about information by the police force. All the services have good communication with each
other, have effective team work when working together. The services are very effective when
working together. This is good because there isn’t a lot of issues during the time of dealing
with an incident, they all contribute their skills and knowledge to get the job done and clear
the incident up as quickly as possible. It is very important when all the services help each
other in and work as a team in any sort of situation. If they didn’t work as a team, the
services would have a negative view, poor performance in situations and be ineffective when
dealing with incidents that require other services.
